I wondered the same thing, but I think the fair catch has to occur with 0 on the clock. No?

The time on the clock doesn't matter. If there is plenty of time left, there's no reason trying it. It is meant for end of half/game situations. No kick has been made since 1976. Maybe since the extra-point was already missed in the game, they didn't want to chance it.
