They have enough of a case to prove sexual assault. If this had happened two weeks ago, maybe, but over a year ? If they were going to prosecute the guy, they wouldn't make an announcement that they're going to make an announcement. He'd be picked up already. You don't leave a suspect in a violent crime hang out for a few hours just so you can get ratings, and if you do, then you shouldn't be doing your job.

Unless there is video evidence of the incident, it's a "She said, they said." The girl is the only one saying it was rape. Her word against theirs, regardless of whether or not they're lying and have just circled the wagons. Recipe for an easy decline to prosecute decision.
