I'd try and spread the Eagles defense with 4 WRs (including Witten) and run that stoopid delayed shotgun draw that Romo has had much success with. Puts fewer defenders in the box and makes Eagles put guys like Carmichael on the field.

But I think Garrett and Callahan are too stupid to do that.
