It was in Maine, I would think as sparsely populated as Maine is most anything is "legal"? Even if it was illegal, you have to have some common sense, and responsibility to self.

That's SC. The incident took place in Maine. Even though the state "made fireworks legal," they didn't legalize the type that this guy was apparently using (the article mentions a re-loadable tube).

My point is that there is already a host of state and federal laws regarding "who can and cannot handle explosives," and in this case, it didn't matter. Making stricter laws probably wouldn't have made any difference.

They are supposed to fly in the air from a propellant charge, then the main charge goes off on delay

Methinks the propellant charge can dent a cranium moreso than a traditional recommended hard launching surface. I don't really want to see any pics.
