It's Howie. The same guy who hires the medical staff. Have you noticed how every year they hire some new guys who are "the answer?" But they never are. And the Iggles' injuries are way worse than every other teams.
So Howie hires the clowns and they actually give supplements that make the players more brittle, less supple. And players don't question what they're given. And Howie benefits because he can say to Lurie, "but but but injuries!" And he keeps his job. And Lurie saves face. He shrugs and says, "it's injuries."
