I think a lot of the problem stems from an administration which considers itself the administration of a Public Ivy and poses with the conceit of the administration of a Real Ivy yet wants the $$$ a big D1 athletic program brings in (as does the state government, including His Majesty The Lord High Governor), which results in the blind (Pernetti), the incompetent (Rice), and the uber-ambitious (e.g., Schiano) leading the blind, deaf and dumb administration.
