              I know nothing about police communication technology but I wonder if that just isn't a plausible method given the size of the manhunt and number of people and different agencies involved.

                        Time is not on the side of the authorities. You can't hold the city of Boston hostage indefinitely. Eventually businesses need to get going, transit needs to start running, etc.

                              I don't know digital broadcast engineering either. But it seems plausible that anyone with the same commercially available equipment can decode scanner audio if they are so inclined.

                                I was listening last night. At one point the FBI (I'm guessing), asked the BPD (again, guessing), to move to some sort of encrypted radio (a day late and a dollar short). BPD said they didn't have the tech to do it.
