The only skill he needs is to kick the ball through the uprights. That's it! If the rest of the roster was filled with actual NFL talent, the kicker is never close to being involved in a tackle. Ever! Not on a good team at least.

I agree this guy isn't Ackers and probably needs to pick up his pink slip, but the penalty wasn't something I am going to lose hairs over. He is a kicker and I don't believe he practice tackling in weekly practices.

Watch the game again. Unless he made a mistake (which is common) he calls the facemask on #35 which was Demps and the horse collar on #6 Henery. Maybe he joke got confused. Not that it matters.
