For a quick bite, the best route is this place, Buffalo Kosher. Best kosher deli for miles. Generous portions and great owners. Check them out sometime.

I grew up near Binghamton. Winters are no picnic in the Southern Tier. You get the eastern side of the lake effect snowstorms and the western side of the East Coast snowstorms. Also, due to river valleys and high hills, they have temperature inversions which make the Southern Tier the coldest part of the state south of the North Country. As a plus, it is the cloudiest area of the United States not in Washington State or Oregon. Actually Buffalo weather is nicer most of the time.
Then there were Hurricane Agnes in 1972, the great flood of 2006, and Tropical Storm Lee in 2011.
