I saw this in a few games I watched yesterday while I was waiting for the Eagles game to start, and seeing more of it in this Packer-Bear game. Receivers not only being hit past the 5 yards, but defenders actually pulling the jersey anywhere from 10-20 yards down the field. I just saw McCown trying to hit Marcellus Bennett, and AJ Hawk was all over him with a handful of jersey 25 yards down the field.

Maybe the problem was he threw it to Marcellus Bennett when he should have thrown it to Martellus Bennett.
