rather than offer my own theory, I'll give you some facts to play with:

1) As I understand it, the current contract has little guaranteed money left. The last time DJax had little guaranteed left, he held out. The risk currently rests for Jackson and each play on the field is riskier for him than the Eagles

2) Jackson signed his last contract in 2012 - he was with Rosenhaus

3) Jackson hired a new agent, Joel Segal (Vick's agent) in January of 2013

4) Segal doesn't get any of the money from Jackson's current contract

Everything points to contract issues. People get cynical with Banner smear campaigns, but this all comes down to money; both in terms of Jackson's lack of guarantees (and as SalPal has pointed out on the radio, 2 serious concussions) and that DJax's agent wants to make money off his client. No matter what happens to DJax, Segal doesn't reap a reward until he inks a new deal.

They may already have a conditional draft day deal in place. It's not uncommon for a team in need of a player at a certain position, in this case WR, to state to a team like the Eagles that they will deal their pick to them if the rookies they want are already gone.

Wrong. Every player has a price. Although Foles price might be high because he makes peanuts. Kelly could deal him for a shot at a mobile quarterback and something else. But nobody is untouchable.
I guess you'd have to take a first and a third for Jackson but it would hurt the team short term.
