Doesn't tell me that at all. The safety position on this team was one of the weakest units in the history of football last year. They needed/need a total revamp of that position. Another vet with an ok history wouldn't hurt if Wolff can't stay healthy or the rookie had trouble with the learning curve.

Add to that their plan to use Jenkins in a less conventional fashion near the line or covering TEs, it might mean they could even have 3 safeties on the field in certain rare situations.
