Only six picks.
I believe that was the primary reason preventing them moving up, not from lack of want."I feel much better now that my pants are on."- overheard conversation at a Gayte

More picks equal better odds

We only had 6 to start with...poor pittance and few options for a team looking to find gold.
Our luck, we move up to get Dix for a couple of picks and he blows his knee out in camp( or is a true bum) and we only have 4 new bodies to show for the aggravation."I feel much better now that my pants are on."- overheard conversation at a Gayte

If I read what Kelly said correctly, they couldn't top the Saints offer of a 3rd, which tells me the Cards were telling the Eagles that's what the price was going to be to move up no matter if it was 2 spots or 7. At that point in the draft, the price to move up 2 spots is usually a 5th or 6th rounder, not a 3rd.
