If I had to guess, I think Solange probably thinks she's entitled to a lot and walks around like she IS Beyonce. Hov most likely just told her to calm her ass down and she lost it.
The reason Beyonce didn't do shit is because she knows her sister needs to have her ego deflated a bit and supports her husband. Also, Beyonce isn't the type to jump in and get into an all out brawl. Then again, that's one of the reasons she's "Beyonce" and her sister is nothing more than "Beyonce's sister."
