FIFA doesn't govern the EPL so any ruling they pass down only holds in International play. However, if the EPL wishes, they can request that FIFA's ban carries over to club play, and FIFA would then be able to decide on that punishment as well.

That makes sense. I wasn't sure what authority or affiliation FIFA has with the club levels. Perhaps UEFA could implement some punishment if they wanted but that again may solely be up to the EPL.
