"It never got the least bit close to moving up from #3" means the Cavs weren't budging. They tried to get the #1 which was Wiggins and they failed. I heard another interview today from Hinkie and it was obvious he wanted Wiggins. After the injury, Embiid wasn't going any earlier than #3. Everyone knew it. There was no reason to even inquire about the pick at that point.

I get that they needed to tell the media that they got who they targeted all along. That's what they do. They aren't going to knock a player and they certainly aren't going to admit they had to settle.
