Why am I not getting this? I know, I'm retarded. The only thing I can come up with is that interest in a player may be greater in August than it is in July since teams that have a chance want to go all-in. It's a last ditch effort to work a trade. Of course, the worst teams have first shot at claiming a player and they do it just to block a contender. It's a crazy system. Discuss.
