The whole staff was responsible, but I think Howie blocked a trade up for Cooks or Clinton-Dix. There was some dysfunction that prompted this FO change. Smith was on their board, but probably in the 2nd.

It's just hard to believe Kelly earned total control of the team if Smith was his pick.
I guess Kelly could have admitted he needed a new approach and Lurie liked what he proposed... but again, that's just hard to believe.
One has to wonder, it's been two years that Kelly has been here and he has more control than Reid did with 14 years, so either Jeffy is just throwing his hands up in the air and "let's try this" or Kelly is one hell of a salesman.
Of course I also think you have to factor in the last several years of Reid's tenure here, looking back on it, it all just seems so bizarre, the lost SB, (that I blame totally on game day coaching, the iggs were the better team that day, patriot's cheating or not).
From the wide 9, to the coaching changes, some of the player moves, the piss poor drafting, Andy's family tragedies, never knowing who did what in the front office.

I wonder if Gamble didn't go to Lurie when he was fired/quit/forced out and suggested he get Howie out of the picture. I think Lurie respected Gamble and has probably heard quite a bit about how Howie doesn't play well with others.

It would have been great. Chip is like Jimmy Johnson - he drafts his "guys" even if they seem like a "reach." Dallas pioneered the Draft Value Chart for this but JJ targeting his players, even if they weren't the public consensus.
I have no problem with Chip "reaching" for someone like Matthews in the 1st round, as long as the player pans out and performs well at the end of the day. Marcus Smith just seems like a disaster of a 1st round selection.
