If both are true, it strongly implies that the Bucs were offered less for Pick 1 than the Titans for Pick 2. I don't believe that.

If Kelly made an offer like the one that was reported, he's ridiculous I think it's a stupid deal to give that much up when I think Mariota may be had in 2 years anyway.

Regardless, that the Titans didn't accept that off makes no sense anyway. If anything, maybe that Titans ASKED for something like that.
