This is sort of an interesting exercise, because the Sixers did have additional picks in both cases. They picked Noel instead of Ben McLemore, Kentavious Caldwell-Pope, Trey Burke and CJ McCollum; then picked MCW. They picked Embiid instead of Aaron Gordon, Dante Exum, Marcus Smart and Julius Randle; then there was the Elfrid Payton/Saric trade. I think you could argue that Burke, McLemore and Caldwell-Pope would've been better picks, given where they are after 2 years, but Noel does so much on defense already after 1 year that I think that's a hard sell. And as for Embiid, none of those guys look remotely as promising even with hindsight.
In fact, it was only Embiid's injury that made him available. If he hadn't gotten hurt, he probably goes first overall and the Sixers probably end up with Wiggins. They'd still have been bad, but that would've ended the tank talk.
I wonder if Hinkie would've taken Saric even if he'd landed Wiggins. Dude has talent but maybe it would've triggered more of a win-now mode and he goes for Lavine. But even if they did take Saric, for much of the year, they would've run out MCW-Wiggins-Covington-Noel and somebody else, depending how they deploy. Maybe they still trade MCW, but part of that trade was predicated on how he'd fit in the future with an Embiid-centric offense.
As it is, they'll add Embiid and either Russell or Mudiay to the starting lineup this year. Next off season, it'll be Saric and probably a couple top-10 picks.
They'll start the 2016 season with Noel, Embiid and Saric all age 22, Russell (or Mudiay) 20, and likely a couple other first-rounders around 19 or 20. They will be very, very young and pretty talented.
It could all blow up, of course. Embiid could be Jeff Ruland and all the other picks could fail to pan out. But really, I've got zero problem with how they've tried to do this.

They don't have the draw for FAs to come in and sign max deals, even though they have to $$ to do so.

You are right. I believe Westbrook is as well. I think this is why they need to start to "try" to win this coming season. They have to start appearing to be an up and coming team so FAs will have an interest in playing in Philly.

Barring some huge shocker of an added RFA, they're still going to be pretty awful. Figure we can expect them to pick in the bottom six next year. Maybe they get really lucky and land Ben Simmons.
The Lakers might be able to turn it around quickly if they can lure a big free agent who wants to join Kobe for his last lap and play in LA, but they're still going to be pretty bad. They'll add Okafor/Towns and get Randle back, but Kobe will still dominate the ball and I think they'll still provide a pretty good pick in 2016. Sixers will also be bringing Saric over then, too.
