Devil's Advocate here: What if he did rely on an app provided by the NFL and what if that app did provide him with bad info? What has Roger Goodell done in his tenure to tell you he'd handle it correctly and have the league take responsibility for the mistake?

Chances are, Johnson's a dummy, but Goodell makes me question everything.
