John Erlichman, one of President Richard Nixon's closest aides, has admitted America's "War on Drugs" was a hoax designed to vilify and disrupt "the antiwar left and black people" when it was launched in 1971.
Its kind of like the surge NASCAR or Poker shows had; they attracted a big bunch of casual fans and the popularity/ratings skyrocketed. But then the casuals lost interest and found something else to do with their time, leaving the diehards to prop up the sport.
