Because Torrey Smith is the weak link in the receiving corps, and Howie's loading up for a Super Bowl run. You can't replace Peters, so make the team stronger somewhere else.

But is he in Football Shape ? I mean the guy has not played in a long time. I am all for Megatron lined up opposite Jeffrey. But id keep Torrey and ditch someone else.
