This is my take on Wentz, even though he was injured in 17, that run he had that season made him think he was already an 'elite' QB, and with the coaching changes in Philly after 52, there was no one left that challenged him to get better. The contract extension fed that notion, and he has regressed ever since, and after this year with Reich, not sure he will ever get it.
