How so? He was regarded as one of the best special teams players in the draft. He was drafted to replace an aging Maragos when his deal is up.

He was good for about one catch per game. He's not a burner, so he isn't more suited for Smith's role than Smith is. His ceiling will be 25 catches for 350 yards.

About the only reason he dropped in the draft was because of an injury, otherwise he was probably a 2nd or 3rd round pick.

Even with a 4th round pick, you are expecting more than just "special teams ace".
