This team just isn’t there yet. I think next year, they will take another big step forward.

Well, it's July 25 and the Phils are in sole possession of first place, seven games ahead of the supposed "favorites" and on track to win 91 games, one less than they did in 2008. If that's not "there" I don't know what is.

With that said, there is room for improvement, which you can say about any team not named the Red Sox at the moment.
