Apparently the intent of the refs is to call every borderline play in the preseason, and then examine the results before the regular season starts. Basically they're using the flag as a marker for them to look more closely at the game tapes and decide if they made the right call or not.

Hopefully this shit calms down when the games really count.

It's all on the defense too. They're supposed to call it on the O when they lower their head but there were a few plays last night, from both teams, where the O player lowered his head and nada. D guy does it and immediate flag.
