Add an RB or WR?

I would generally think that RBs are more replaceable whereas this team is clearly missing an outside receiver, but man. These RBs are way below average. I love Clement but he's struggling. Smallwood makes some nice plays but really struggles in pass protection. Adams had a nice game but I'm not comfortable relying on him. I think they really need to add an RB.
