No. They have Zach Eflin who basically does everything Keuchel does.

I like Eflin, but he's probably as much, if not more of a volatile asset as Keuchel.

I like that Keuchel's a lefty, but I also have trepidation that the Phils won't be able to get lucky two years in a row signing a questionable veteran innings-eater. He could be Arrieta in the first half of last year, or he could be Joe Blanton.

I'm hoping one of Pivetta/Eflin/VV emerges this year, similar but probably not to as great of an extent as Nola did last year. If one of Medina/Suarez/JoJo/Enyel could put up their minor league numbers in the majors, that'd be huge as well.
