Having defended a few dozen of these though, "visible signs of injury to her arms and neck" ends up being very specious. Many stories were of clients trying to stop or brace a person from continually assaulting them. YMMV, but it's a common defense.
ETA: No mention of a protective order or Temp Restraining Order, which makes that story a little more likely. However, many DV victims often refuse them for a number of reasons.
