17 seconds left and the offense is penalized for delay of game. They had no time outs remaining. Shouldn’t there be an automatic 10 second run-off?

I don't think so because the delay is a dead ball foul. The penalty is technically after the clock stops running, IIRC.

Yeah it probably depends on the previous play. If the clock was moving vs a stopped clock.
