I think this is the likely scenario. He's not getting paid $5 million to do spot duty if Bradford gets nicked up but if he goes down for serious time.

If they're going to keep 3 QBs, I'd rather have whichever ones are active contributing on a weekly basis.

I know that's conventional wisdom. But if Kelly.thinks Tebow can contribute beyond being a 3rd string QB why would he deactivate him over Sanchez whose only role is injury substitution.

Would Sanchez be a better injury sub than Tebow - probably but if Kelly thinks Tebow can be a lower quality injury sub but contribute significantly otherwise besides wearing a headset I wouldn't be shocked to see Sanchez deactivated until Bradford can't start due to injury.

Why are less talented offensive or defensive players active during a game? Because they can contribute on special teams and therefore affect the game.

Kelly only needs to look back at last season when Foles went down against Houston. Sanchez came in and won that game---granted it made no difference last season but I think a win is worth more than having Tebow active over Sanchez just because he might contribute a few more plays.
