Neither the Cowboys nor the Redskins have gotten to a Super Bowl since the salary cap was fully implemented. Kudos to current owner, Jeffrey Lurie for getting them to the SuperBowl three times, including one SB win. Over the last 60 years, the only other owner to get them to a SB was Leonard Tose's 1980 team. I mention that because there was no salary cap during Jerry Wolman, Leonard Tose or Norman Braman's ownership. Those past three owners didn't invest in the team, and the team record during each of their ownership reflects it.
