Also, if I'm keeping it all the way real, I don't know if there are enough Black people in a position of power that could realistically own a professional basketball team and all of the cost that goes with it to have a league with more than a few teams in it. Magic, Jordan, Jay-Z, and Diddy are the ones that pop into my head off of the top. Not sure if there are many more after those few.

Aside from the purchase price, you have to factor in employee salaries, arena upkeep, concessions, and a whole host of other costs that come with that.

The article isn't about buying NBA teams, it is about starting a new league. Yes, there are very few people (not just black) that can afford to buy an NBA team, but that is not relevant.
Take soccer as an example. Just because someone can't afford to buy a team in the EPL or Champions league doesn't mean they couldn't afford to buy or run a professional soccer team.

But if Larry Johnson wants to start his own league, with it's own teams, I can only assume that the startup cost for a brand new team will not be cheap. Where will they play games ? Can't play in the NBA's arenas, so there's cost to build arenas for the teams. The only reason I'm focusing on Black people, is because Larry wants an all Black league, so I'm assuming that he wouldn't want any White owners, because that would just defeat the purpose.
