Maybe you are right, I have never been to Africa, but as mentioned on here before over my years I have donated countless hours, money and equipment to emergency and catastrophe efforts.

You run into all kinds of people in these circles, most of my opinions were formed by talking to first hand missionaries and corps workers that have spent time in Africa. That is what I was eluding to.

Eh, all hospitals do that. Federal law obligates hospitals to make sure a patient is stabilized before they send them home or send them to another facility. No hospital is going to admit an uninsured person who they think just has the flu or whatever. The problem was with the botched diagnosis. If they knew he had ebola the first time they would have been required to admit him.

I know what you are referring to. A lot of people remain stubbornly resistant to scientific and medical advancements that would drastically improve their health and lives.

That being said in my opinion this is an entirely different animal. The situation is spiraling and with a severely underfunded relief effort there is no practical solution.

Everyone (people, governments, etc) appears content to sit back and hope for the best when they should be preparing for the worst.

I agree, and that is what I meant by the culture has to change, it took some African leaders well into the 90's to even admit there was a problem.

I know that a guy I had meant while down in Florida helping with the Andrew cleanup had told me stories about his time in Africa.

He said after the Aids story blew wide open the village he was in received this big crate, it was full of condoms, he said he would bet money not one condom ever found it's way onto a swinging dick, but he did say that all the village elders thought it was great that the kids had a year long supply of balloons!

Others told me stories of rice, grain and meds being confiscated by "soldiers" that said they were needed elsewhere, only to be sold on the black market by that regions leaders and the money pocketed.
